Why do I have an outstanding balance for filling with TurboTax when TurboTax is supposed to take out from my taxes when I file?

Not sure what you mean ... did you file the federal first and are now trying to file the state ?   If so the state fees must be paid up front ... they cannot be withheld any longer.

If you choose to have your fees deducted from your refund, you also agree to pay the fees separately if your refund is delayed (Turbotax can't control when the IRS pays the refund or if the refund is adjusted for some reason).  Turbotax also can't deduct the fees if the IRS sends the refund directly to you (such as via a paper check).
