I qualified for the free file. I need to file form 8962 because I had health insurance through the government health marketplace, (which I did overpay)
IRS.gov shows that form 8962 is included in the available free file forms but when I complete filling out my tax information, TurboTax says I need to upgrade for $39 in order to file because I have a Premium Tax credit. Why is there a fee for filing Form 8962 when it's a free IRS filing form?

The TurboTax Free online edition is only for a very simple tax return which only requires a Form 1040. Since you have a Form 1095-A and a Form 8962 those are not supported by the Free edition so you needed to upgrade to the Deluxe edition at $39.
