Engery Saving Home Improvement Credit decreasing Refund

I attempted to enter one item to see what it would do to Fed Refund value, started with Fed Refund which was $1463. prior to entering Heat pump details.  Note Turbo tax wrote this in another response• $2,000 for heat pumps and heat pump water heaters; biomass stoves and biomass boilers.alue ( Our Cost of the Heat Pump $24,400.  However, it decreased my refund to $537.

That did not make since so, I removed the heat value and just updated electrical which cost $5686.

Turbo indicates, $600 for improvements or replacements of panelboards, subpanelboards, branch circuits, or feeders. It lowered the refund to $863

What am I missing here?  It does not seem like a credit. right

Are you sure you are not looking at an Amount Due instead of a refund amount?    It sounds like you owed $1463 and then after applying the $600 credit, you only owe $863.
