So I guess my question is if I already get the EIC when I claim my children then why is the administration making a big to do about it?

EITC

Every year, some percentage of people who are eligible for EITC, fail to claim it, and IRS sends out public service announcements at tax time to remind people.  Is this what you are referring to?
