Turbotax not allowing me to take dependent care credit for my child born nov 2004 age<13 when the expensed in summers. How can i rectify?

Your child born in November 2004 turned 13 in November 2017, when the child and dependent care credit ceased.

He/she is no longer eligible for that credit in tax year 2018.
