Donated Items are not changing the value of Tax owed or refund on Federal, but is on State. Can you Explain?

Program appears to only allowing deduction for donated cash vs its deductible items on Federal return, but is on State return

Before you'll see any change, your itemized deductions have to exceed your standard deduction.  It's pretty hard to get there with the new federal standard deductions.  Your state has a lower standard deduction.
