My replacement heat pump does not meet fed requirements for the energy tax credit, but within the deductions questionnaire, it asks if I bought any major items during 2016 and it says materials for home improvements qualify. Would replacing a heat pump qualify for this deduction?

The heat pump was a replacement--not an improvement--and did not increase the value of your home. The sales tax you paid on the purchase might be deductible on Schedule A.
