Do you know if I can deduct cost of replacing my landscaping with low water due to the drought in California?

I replaced my front yard landscaping by removing my lawn and replacing it with low water plants on a drip system to conserve water.  Do you know if there is a Fed or California state deduction available for this?

There is no Federal or CA credit for this.   

A bill titled "Every Drop Counts Tax Credit" was introduced in CA, however it has not become a law for CA as this time.
