You can deduct expenses that are needed to prevent or treat a physical or mental disability or illness. Since good vision is a normal function of the body, eye glasses and contact lenses are tax deductible, including supplies that you need to maintain them. However, feminine hygiene products do not treat a physical illness, so they are not deductible.
For purposes of reimbursement from a Health Savings Account, yes (that was just added a few weeks ago from the CARES Act).
For purposes of a medical deduction on Schedule A, no.
