Do I need to report untaxed out of state purchases if I live in a foreign country all last year?

I forgot to add that I used to live in California but now live in Japan for the past 5 years.

You would only report untaxed purchases that were delivered to California. If the purchase was not delivered to California, it is not subject to California sales or use tax.
