If you are referring to the state tax refund and you only entered mortgage interest and charitable contributions as itemized deductions in 2022, it is doubtful that the total of your itemized deduction were greater than your standard deduction for your filing status on the 2022 federal tax return.
So your 2022 state tax refund will not be reported on your 2023 federal tax return as taxable income.
Something is not clear here. If you itemized deductions on your 2022 return, why didn't you include the state income taxes as well? If you received a refund of 2022 state taxes in 2023, you must have paid state income taxes in 2022.
However, if you itemized deductions on your 2022 return and didn't include a deduction for state income taxes paid in 2022, your refund of 2022 state income taxes is not additional income.
