Do I have to declare the foreign bank account I had before I became a US resident?

I came to USA in November 2023 as a resident. Before I just visited US as a tourist. I’ve heard that have to declare a foreign accounts as non resident

It depends.  If you still have them as a resident of the US for tax purposes, then yes, you would need to declare them if at any point they had more than $10,000 in them.

However, if you did not move to the US until November of 2023, unless you had a Green Card, you would be a Non-Resident Alien, this means the rules apply differently to you.  TurboTax does not handle Non-Resident Alien Returns or forms so you could check with Sprintax.com if you are not a Green Card Holder.
