If the total of all non-cash donations is more than $500 (regardless of to whom or when) then you need to include form 8283. Turbotax will automatically do this for you. In most cases, the form is filed electronically along with the rest of your tax return. In a few rare cases (certain kinds of donations, donations over $5,000) the form must be signed by an appraiser, or an official from the charity, or both, and mailed to the IRS after the rest of the return is e-filed.
