Dependent Credit 2018

I just helped a friend with their tax return and this year's tax return included a $500 credit for a dependent. Her dependent is her elderly mother. Reviewing their 2017 there was no dependent credit. Is this a new credit for the 2018 tax year? Thanks

Yes, the dependent credit is a new credit from the Tax Cuts and Jobs Act.
