It depends. A vehicle loan is not part of the list as well as many other personal delinquent debts.
The IRS usually only releases refunds to creditors for delinquencies of the following through the Treasury Offset Program:
- Child Support
- Alimony
- Student Loans
- Federally Sponsored Loans
- Income or State Tax Debt
