So, as many others have been doing, this year (2022) I started working from home 4 days a week, and report to the office 1 day per week. I live in a Township, but the office is in the city (Cincinnati, Ohio). The company appears to still be withholding city taxes so will I be able to file and get them back next tax year?

Ohio, passed HB 197 which basically says working from home due to the COVID-19 pandemic shall be deemed to be a day performing personal services at the employee’s principal place of work. So you still need to pay city income tax to the city where the employer is located.
Your employer is doing it correctly.
