If you have kids, you might qualify for the Child Tax Credit, which can reduce your tax bill by up to $2,000 per qualifying child. The 2017 Tax Cuts and Jobs Act (aka "tax reform") doubled the per-child credit amount from $1,000 in 2017 and prior tax years.
To qualify for the Child Tax Credit, your child must fit all of these requirements:
Up to $1,400 of the credit is refundable and is phased-in based on your earned income. In most cases, you must have $2,500 or more of earned income to be eligible for any portion of the refundable Child Tax Credit.
The $2,000 per-child credit is reduced once your AGI reaches $200,000 (or $400,000 if you're filing jointly with your spouse).
You do not select the Child Tax credit (CTC). If you are entitled to it, TurboTax (TT) will automatically give it to you, if you have entered child dependents, in the personal info section.

I have done all of these things and I do not make over $400,000. My children qualify and I answered the questions twice and even went and answered them in the irs.gov site. I am only getting $2500 in credit not the $4000 for two kids. Thank you

$2500 just happens to equal = 2000 (Child Tax credit) + $500 (Other dependent credit).
TurboTax is saying one of your children does not qualify for CTC. Most likely because he's older than 16. But, you just need to go thru the dependent interview again. There is nothing wrong with TT. Check the birth dates you entered.
