Az allows donations made by April 15th, 2017 to be used in 2016. Can I add them to my to my federal return for 2016?

No. The federal law allows donations on the date paid in the calendar year, so must have been paid by cash, check or credit card no later than December 31st.

A credit card charge is considered paid on the day charged.
