If I just took the Standard Deduction in 2019, but in 2020 I was in a situation where I could itemize to get a better deduction than the Standard Deduction, can I claim any (or all) of my 2019 Charitable Contributions under my 2020 Federal Tax Filing?

You are only allowed to claim prior year charitable contributions if they were reported as charitable carryovers on your 2019 Federal 1040 tax return.  There would be no charitable carryovers if you claimed the standard deduction on your 2019 Federal 1040 tax return.
