The adoption credit carryforward is on Form 8839. You can delete this form if it is no longer needed on your return. 

To remove Form 8839 and any adoption carryforward, please follow the steps below:

1. Open your tax return.
2. Search for adoption credit and select the Jump to link.
3. On the Did you pay any adoption expenses in 2021 or earlier? or the Credit for Adoption Expenses screen, answer No.
4. Then, click on Tools.
5. Click on Delete a Form. 
6. Scroll down to Form 8839 and click Delete.

I figured it out!!!! I needed to delete ALL carryover amounts from prior years, not just 2021 when my 6 year period ended. I zeroed out all prior carry forward amounts and then I could delete the form. Thanks for the search and jump instruction as it got me there to see the carry forward amounts to prior years holding everything up.
