Yes you can depending on some factors. 1099-MISC's generally are considered earned income that you made for the year. What the major determining factor will be is the profit from the 1099-MISC you will have at the end of the year. In order to qualify, you will need to have some profit made from the 1099-MISC if there is not any other income being claimed that year.
