Can we use energy credits for a house we are in the process of building? Heating system, water heaters, insulation?

We installed foam insulation, put in zone heat pump heating units in each room, installed an energy efficient Rheem water heater, led lights though out house, an alternate wood stove, and floor heat in the bathrooms.
