Tips are gifts and gifts are NOT deductible to anybody (other than charities that are recognized by the IRS and you have a receipt from the charity).

Absolutely not. Gifts to other people are not tax-deductible. Payments to other people for services are not tax-deductible, unless you are a business and the service you are paying for is a “ordinary unnecessary expense“ of your business.  Even if a person is needy, a gift to a specific person is never tax-deductible. Charitable donations must be made to registered tax exempt organizations, not to specific individuals.
