1) Can I pay Medicare part B premiums from an HSA:
    a) When they are deducted from my wife's SS payment?
    b) When I don't receive SS and pay them myself?

Can Medicare premiums be paid by HSA?

Yes.  For those over age 65, premiums for Medicare Part A or B, Medicare HMO's, and employee premiums for employer sponsored health insurance can be paid from an HSA. But you cannot use HSA funds to pay Medigap premiums (Medicare supplement policies).

Yes.  For those over age 65, premiums for Medicare Part A or B, Medicare HMO's, and employee premiums for employer sponsored health insurance can be paid from an HSA. But you cannot use HSA funds to pay Medigap premiums (Medicare supplement policies).
