Can I get a tax credit on a used EV vehicle if the original owner of the vehicle did not claim the tax credit for that VIN (using form 8936)? I am the 2nd owner.

I thought that the tax credit was attached (more or less) to the VIN and not simply that it was for a new car. For example, if the original buyer was unaware of the credit and didn't apply for it - can I as the second owner?

No. Only the original owner is eligible for the tax credit.
