No.  For tax year 2022 you must have at least $2,500 of earned income from work to be eligible for the Child Tax Credit.

If you did not have any taxable income of any kind in 2022 then there is no need to file a 2022 tax return, with or without a dependent.

In a revision to my earlier answer, you do need at least $2500 in earned income to claim the child tax credit as DoninGA correctly points out.

@DaveF1006 What you posted was for tax year 2021.
