Can I claim my 2016 property taxes if they weren't paid until 2017?

I live in south Louisiana and due to the August floods, property values had to be reevaluated and tax statements were not mailed until January 2017 although the printed due date was still December 31, 2016.  My mortgage company therefore, did not pay the taxes until January 2017.

You claim property taxes in the year that you pay them. So, since you paid your 2016 property taxes in 2017, you cannot claim them on your 2016 tax return.  You would be able to claim them next year.
