Can child support take my child earned income credit for my three younger children to pay my back child support for my oldest child?

My oldest daughter lives with her mother and I have three younger children that live with me.  So shouldn't the child earned income I get for my youngest three be for them and not be able to be used to pay for my oldest child support?

Your tax return (regardless of its composition) can be taken to satisfy back child support.
