is this considered new construction.

I'm trying to deduct blown in insulation to walls.  But turbo tax as if YES, are improvements related to the new home construction of my main house.

No, the improvement isn't related to the construction of a new home if it wasn't done during the construction of the home, or shortly after, and before anyone lived in the home.
