As an army reservist, I know I'm not eligible for travel expenses since it is less than 100 miles. Shouldn't I still be able to deduct uniform expenses?

As a Military Reservist, you can claim uniform expenses.  However, as a 'job-related expense' reported on Form 2106 it may not affect your tax return, unless you itemize.

Some states offer a deduction for these expenses, so you could enter your expenses into TurboTax even if you don't qualify for a Federal deduction.

In the Deductions & Credits section, scroll down the topic list to 'Job Expenses for W-2 Income'.

Military uniforms are no longer tax deductible as they are a job-related expense.

Up to tax year 2017, job-related expenses were deductible as an itemized deduction subject to the 2% of AGI floor.

Under the Tax Cuts and Jobs Act, the itemized deductions for job-related expenses subject to the 2% of AGI floor are suspended for expenses incurred after December 31, 2017 through 2025.

Ooops, I misread your question.  Sorry, my original comment was incorrect.

Thanks. This is what my research has shown. How do I get Turbotax to let me input the deduction? If I say yes to the reservist question, but less than 100 miles then it kicks me out of the deduction. Should I just input it as a regular W2 deduction?

Right, but the next screen asks this. If I select the first option and then say I travel less than 100 miles, I am kicked out of entering deductions. Should I ignore that first option, even though it is accurate?

Yes, ignore the first option and Continue.  You will be asked about Travel, Home Office, Meals/Entertainment.  Continue until you reach 'Any Other Expenses?' where you can enter Uniforms and the amount (screenshot).
