As a result of my divorce agreement I have to alternate declaring a 1098 Mortgage with my ex-wife, until we sell our house.

I claimed it on the 2015 TAX Return and she will claim it 2016 TAX Return.

The 1098 is in my name and SS. Should I declare it and put $0 interest?

No if your wife is claiming the interest you are not required to enter the information in Turbo Tax.  Keep a copy for your records.
