I received a 1099-INT. All the data is blank/zero. Do I still have to enter it into my tax return? Thanks

No, do not enter the Form 1099-INT if there is no income in any box. Instead check your bank statements to see if there is any interest income at all. The amount that must be included in your tax return starts at $1. If none, keep the document in your file for future use. It may have been sent to you in error.
You might contact the financial institution that sent it to you, and ask them why they sent it.
