We are NC residents . However my wife is works and lives in OH since Jan2016. Her driver license is still NC. How should we file taxes both federal and state?

Yes but if your wife did not change her permanent residence to OH from NC (even if she worked in OH all year), then just file an OH nonresident state income tax return (and only report her OH source income on this return) and file a NC resident state income tax return (to report all income from all sources including her OH sourced income).

She will want to work on her nonresident OH state income tax return first. She will then take a tax credit from her nonresident OH state income taxes on your resident NC state income tax return. (Please note that she will only get a tax credit for her OH state income taxes up to the amount of NC state income taxes that would have been paid if the income was earned in NC).  The credit for taxes paid to another state section will be at the end of your residence state's interview process.

Just follow the TurboTax guide when working on your states (remembering to do your nonresident state return first) and TurboTax will do all the calculations and credits to your resident states return
