Why can't I e-file my ca state returns yet?

The IRS does not open until February 12.CA will not accept your return prior to the federal government. Many states will not begin to process a return until after the IRS has accepted the return. The IRS has up to 48 hours to accept or reject a return. This causes the state to take longer to be accepted.

I have the same issue.  The IRS has accepted my Return.  But CA will not accept my eFile return yet.  It states some forms have not been approved yet.  How can this be?
