Why am I not getting the "Credit for Taxes Paid to Other Jurisdictions" on my NJ state return. I paid $3502.23 (box 19) to Philadelphia (box 20)?

... and on my NJ return the $3502.23 amount does not show up in the credit box.

If you are a resident of New Jersey and work in Pennsylvania:

1. Check My Info in the Federal return and be sure your address is listed as your New Jersey address, NJ is selected in the dropdown box for resident state, and the box is checked for Made money in another state. 
2. Enter all of your income
3. Then prepare your Non-Resident state, Pennsylvania
4. Next prepare your Resident state, New Jersey
5. In the New Jersey return it should ask you the question for taxes paid in another state.
