Why am I not getting the "Credit for Taxes Paid to Other Jurisdictions" on my NJ state return. I paid $3502.23 (box 19) to Philadelphia (box 20)?

Why am I not getting the "Credit for Taxes Paid to Other Jurisdictions" on my NJ state return. I paid $3502.23 (box 19) to Philadelphia (box 20)?
... and on my NJ return the $3502.23 amount does not show up in the credit box.
