Which state do I file state taxes through?

I reside in Illinois but only worked in Pennsylvania in the last year. Do i still file state taxes through both Illinois and Pennsylvania even though I did not work in Illinois?

If you are a resident of IL, you will file a non-resident PA return and a resident IL return.

Do the PA return first as any taxes paid to PA is a credit on IL.  IL will tax all income regardless of where earned.
