In Turbotax’s PA state filing section:
“Any Special Pennsylvania W-2 Situations?” page
Two of the checklists states:
"you earned income in another state"
“your employer withheld income tax for another state"
If I worked remotely for PA employer as an out-of-state resident for a a fee months, and only moved to PA and became a PA resident in the middle of the year (same PA employer),
Do those two statements apply for me? In other words, is that question supposed to be:
1- Any Special Pennsylvania W-2 Situations in the whole year of 2023?
or 2- Any Special Pennsylvania W-2 Situations during you were a resident in PA?

It depends on the other state and whether there was state tax withheld.
The easiest way to figure this out is to look at your W-2, box 15. Based on what you are saying, you have a line with PA in box 15. Do you also have a line with another state?
If another state is listed, you would answer Yes to "you earned income in another state". If there's there's a number greater than zero in box 17 on that same line, you would answer Yes to “your employer withheld income tax for another state".
