I cannot efile because I have not finished my state return! Washington does not require a return; we do not have an income tax. When I go back to State taxes, I get two choices "No thanks" or "Finish my state return with TT". If I choose the former, I'm back where I began! If I chose the latter, I get a screen which lists WA and the choice is continue. Then I'm asked if I want to apply for a credit, hit no and I'm back where I started!!! What gives?

The program might be wanting you to file a state return because the state of Washington has a new credit for families called Washington State Families Tax Credit.
If you do not qualify for this you can delete your state return by following the steps below:

I have not followed your advice because the problem seems to have disappeared today!!
I am convinced that TT either had an error or was misleading, enabling me to get into the situation I was in yesterday.
I downloaded onto another computer and avoided having anything to do with state taxes. I was able to efile as normal.
Somehow, I was able to get into a situation on this computer which got me into the loop I described to you. When I came to this computer today, the problem had disappeared!
There were two situations that were causing me confusion about state requirements. First, I was unaware of the credit, which I do not qualify for, and second, the state has imposed capital gains tax on certain levels of income. I do not know how they know without some sort if return, even though we have no income tax!
So, I thought TT was telling me I needed to file a return but was not letting me complete it!
I thought I would add a bit of further info. I reported this by phone to TT this morning
First, the instructions to delete that I have seen do not work for me. There are no forms for the state in my forms window.
I ran the program on a different computer and when I select e-file, there is no indication of a Washington return. I had purposely not selected "State Taxes". There is a window when starting up which has a Washinton "See Amount" option which puzzled me and I originally clicked on it which is probably how I got into my problem.
Since my last put, I have filed the Federal return and told the TT option to file the Washington return that I would do it later.
There is no way to get out of having the Washington file option!
I think most Washinton folks do their taxes without going to the "State Taxes" window on the step by step, so will not run into my problem.
