I lived in Virginia (VA) only part of the year. Before that, I lived in a different state
My employer deducted taxes for my previous state and for VA. They have a reciprocity agreement.
I already filed my federal tax return and the tax return for my previous state. I didn't get any "credit" from that other state as far as I can tell (unless paying them taxes is getting a credit which I doubt)

• If filing both Form 760PY and Form 763, enclose Form 763 behind Form 760PY so that the title of Form 763 can be seen over the top of the title of Form 760PY. Enclose a statement over the Form W-2 on Form 760PY stating that “Form 763 is enclosed behind Form 760PY.”

2021 Virginia Form 760PY instructions
Called the VA dpt of taxation and explained my situation
They said I only need to send my 760PY (2 pages), 760PY schedule of income (2 pgs), W2 form -- VA copy, and my tax return for my previous state.
I asked explicitly if I had to send the federal tax return or even the W2 copy for the federal tax return and I was told that no, it's not needed. She clarified that I could be contacted to provide more information if necessary, including my federal tax return, and that only in that case I should send it.
Can you clarify why you need to mail your tax return? In which state did you work? @tax_inquirer
