my husband and I are both disabled veterans, our only source of income is our disability checks. We do not have federal taxes withheld. But we do have two small children homeowners insurance and homeowners interest that we paid throughout the year. Can I still file my taxes for 2016?

Since your VA disability payments are not reported on a federal tax return, there is no reason to file a tax return.  Your children and homeowner's deductions would not apply on a tax return with no taxable income being reported.
