Unable to submit Virginia Form760C, keeps asking me check "Annualized Withholdings"

I have paid for the efiling of Virginia state taxes but at the very last stage before submission, TurboTax keeps  asking me to check "Annualized Withholdings" stating it must be less than or equal to actual withholding.  I have entered the actual withholding, and I also tried reducing the number but it keeps doing the same thing.

I have checked to confirm that I have the latest updates.

what does your 760C look like, on Line 8?  in VA state program did you go thru the underpayment penalty section and have uneven withholding, and input those amounts (that screen will let you input more withholding than the total for some reason).

My income was varied over the year and so my tax withholding was varied.  As a result, I was trying to input the varying amounts on Form 760C 's line 8 to complete the underpayment penalty section.  However, Turbo Tax's automated checks kept giving me the error.  

Anyway, I kept changing the amounts on line 8 until Turbo Tax's automated checks cleared.
