I'm trying to start my state return, but when I click start, it makes me save it, pops up a box that says it's going to download it, runs the download, says its complete, then never does anything. I click start again and it runs the process again. I'm using the one free state that's included. tried running as an admin and still the same result. I've restarted the app multiple times, tried to reinstall as well. I'm not sure what to do at this point.
Anyone else run into this or know how to fix it?

I count now more than a dozen threads with identical problem. What worked for me and others is to call support, and request a manual state download. This is a really common problem this year, it seems, and only the manual download seems to fix it. Annoying, you must call during business hours and from your PC with ttax, as they will screen share to see it in action first. 8004intuit seems to get you in faster than using the support link.

Seems to have the fix. Run the Microsoft fix-it tool, select installation problems, and then TurboTax wcaiper 2019 (might be a different name in different states). Then try download again.
I opened a case and it turns out that Illinois have actually released the forms needed yet. Should be available after Feb 7th
Please click Illinois Forms to quickly check the availability of the Illinois State tax forms.
If your forms are not available, it will give you an error message. If you have a bad install, you get stuck in the loop. The https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_il_windows_individual.html page shows all forms are available to print and efile. You should try the windows fix-it tool, or demand a standalone download!
