Timing of E-filing

I owe federal taxes but get back almost what I owe in State taxes.  Can I e-file my state taxes first to get my refund rolling and then File and pay my Federal Taxes due as long as it is filed and paid before April 15th due date?

No you cannot do it that way.  You cannot e-file a state return until the IRS accepts your federal return.  But you can say that you will mail a check to pay the federal tax due, file them both at the same time, and pay the IRS after your state refund comes in.

if you select "I'll mail a check" on Federal, you are postponing the payment to IRS until April 18th.
