No DC return. DC has a reciprocity agreement with every state, which is why no DC taxes were withheld. Only DC residents need to file DC returns (or DC nonresident who have DC taxes withheld in error).

so what do we do to get the money back from DC? and pay to Virginia?

File DC nonresident return, allocating 0 in income to get it back. And all of your income is declared to VA. Many posts about VA/ DC in the Answer Exchange.. You have until May 1 to pay VA.. so I would submit DC ASAP.
