Both my wife and I are retired living in PA. We receive 1099R's for all are sources of income. Some of our 1099R's have amounts in Box 16 "State Distribution" and in box 7 "Distribution Code" is 7, while other 1099R's do not have any amounts in box 16 but have a 7 in box 7. My question is regarding those 1099R's that have amounts in box 16, do I have to report that amount as taxable income for PA? I thought that PA does not tax retirement income e.g. pensions, IRA, 401K, social security. Thank you

No it is not taxable income, the amount on the 1099-R is showing that the retirement payor has you as a Pennsylvania resident. In some states that tax retirement income, the company withholds state tax and if they did, it would be reported in the state boxes.
