I lived in NC for 11in 2019 months and paid est. tax . moved to Va. in Dec. 2019 do I still have to file with NC as well as Va.?

Yes, you will still file in North Carolina for the time that you lived there and to reconcile the tax that you owe with the estimated taxes that you paid.  Unless you moved to Virginia near the very end of December and didn't earn any money there you should also file a return as a part-year resident in Virginia as well.
