State tax filing fee

I purchased the 2019 CD with 1 free State e-filing. However, after submitting the Federal return, it asked me to pay $24.99 for the State. Why is it charging for the State when it's supposed to be free?

Sorry. But for the desktop software that contains one free state "software"....the State e-file fee is $20-25....(except NY). Been the same fee situation for at least 15 years.

One free state "software" set is allowed to be downloaded and installed & used. A Fee to e-file...or free to print out yourself and mail in at the post office.

The undisclosed State E-file fee that is associated with the CD/download prepaid premium package looks to me like a stealth charge. Borders on the unsavory. Is the fee state-generated or INTUIT-generated? if the latter, it is a stealth charge
