State Returns

I filed my taxes and the federal return was transmitted and accepted already, but the state return didn't transmit at the same time for some reason.  Now it is trying to force me to pay for the Deluxe in order to finish filing my state.  I've already filed my federal for free so now why am I having to pay to file federal and state.  If federal was free shouldn't state have been as well?
