I purchased the Basic Turbo Tax at Best Buy.  I did not realize it did not have the State.  If I download the State from my 2019 return will I be able to use it again for my daughters return as well?

Yes.  I you buy the state program download it can do unlimited returns for that state.  Don't suppose you could return Basic and buy Deluxe with a state?  But be careful there are 2 Deluxe. Deluxe also comes without state.
